The US Department of Energy's Assistant Secretary for Fossil Energy Christopher Smith made it clear last week that the DOE would not allow a free-for-all when it comes to exporting LNG from the US. In testimony before a US House Energy subcommittee, Smith briefly outlined the process for OKing a project's ability to export to a county without a free trade agreement (FTA) with the US, noting there are now 19 applications in the queue seeking to export 26.1 billion cubic feet of gas per day to countries without FTA status. That's in addition to Cheniere's Sabine Pass project, which got early clearance to export 2.2 Bcf/d to non-FTA countries before the process was put on hold pending the outcome of studies on what level of gas exports could be allowed before it begins harming domestic consumers.
