As it embarks on a massive multibillion-dollar reactor refurbishment program, time will tell whether Ontario has learned any lessons about cost overruns and electricity deals that end up ballooning out of control and costing taxpayers billions of dollars. Ontario had originally signed a deal in 2005 with Bruce Power that saw two of its oldest reactors - Bruce units 1 and 2 - refurbished before work was to begin on six other units in 2016. But under the amended agreement signed earlier this month the major work is now being put off until 2020.
