As part of its efforts to modernize its oil and gas royalty system, the Alberta government has introduced two new drilling incentive programs designed to boost the province's struggling upstream sector. The Enhanced Hydrocarbon Recovery Program and the Emerging Resources Program follow suggestions made by the province's nonpartisan royalty review panel.
