Louisiana's Magnolia LNG Making End Run With Panama's FTA Status

Magnolia LNG, 100%-owned by Australia-based Liquefied Natural Gas Ltd.l (LNGL), is a beneficiary of the Australian LNG max-out as well as of downstream links to Panama, which possesses a Free Trade Agreement (FTA) with the US. The Magnolia LNG project is slated to have four 2 million ton per year (mtpa) liquefaction trains at a pipeline-rich location along the Calcasieu channel in Lake Charles, Louisiana, LNGL is targeting a final investment decision on the first 4 mtpa (roughly 550 million cubic feet per day) of output by early 2015. Last Wednesday, Magnolia applied with the US Department of Energy (DOE) to export up to 8 mtpa of LNG to countries that do not have an FTA with the US. Magnolia also asked to export 4 mtpa to FTA countries. DOE previously granted Magnolia authorization to export another 4 mtpa to FTA countries.
