Effort Launched to Green Up Carbon in Alberta

Several years before the world began to marshal resources to combat mounting greenhouse gas emissions, the province of Alberta decided it wanted and needed to act sooner on climate change. In 2002, Alberta passed the Climate Change and Emissions Act, becoming the first in North America to pass climate change legislation requiring industries to cut emissions below a set threshold. Through the act, a price was put on every ton of "specified gases" over the threshold, with the money collected from this being put into a Climate Change and Emissions Management (CCEM) Fund.
