An accident last month at a coal-fired plant in Tennessee has brought a long-waged campaign to regulate the disposal of coal combustion waste(CCW)to a head.A coal fly ash impoundment site collapsed at Tennessee Valley Authority's Kingston Fossil Plant Dec.22,flooding surrounding residences with more than a billion gallons of coal sludge-six feet deep in some areas-and polluting three nearby rivers with arsenic and other solids.
