The US government's plans for its first offshore wind energy lease sale in federal waters this summer has re-ignited a more far-reaching debate on the unevenness of US policies concerning the sharing of energy revenues between the federal government and coastal states. The dilemma: There is no framework in place for coastal states to share royalties, bids or other fees that are generated from offshore renewable energy development. No arrangement exists for sharing offshore oil and gas revenues with states other than California and those bordering the Gulf of Mexico, either.
