Faced with a severely depressed domestic jackup rig market, rig contractors have been forced to slash their operating fleet, delay construction projects on new rigs and cut dayrates to their lowest levels in years. At least one has even conjured up an unprecedented incentive package with the hope of attracting business for its idle fleet.
