Shelf's LNG Canada Project Sees Cost Blowout in British Columbia

Costs have soared 66% to C$40 billion (US$35.3 billion) since Royal Dutch Shell and partners first proffered the LNG Canada four-train export project at Kitimat, British Columbia, barely three years ago, according to the project's filing with the province's Environmental Assessment Office (EAO). When project sponsors Shell, state PetroChina, state Korea Gas and Mitsubishi first disclosed plans for their project in 2011, the estimated cost was C$12 billion for two trains of 3 million tons per year each (1 billion cubic feet per day) (NGW May21'12). At the exchange rate of the day, the price in US funds was about $12 billion.
