Lukoil Restarts Bulgarian Refinery

Lukoil has resumed crude oil process- ing at its Neftokhim refinery in Bulgaria after Sofia's administrative court overturned the customs author- ities' decision to suspend the Russian major's fuel depot license. However, the Bulgarian Customs Agency has lodged an appeal against the ruling. The license was suspended after the Russian firm failed to install the de- vice required to measure taxable fuel volumes on time. The customs agency then sealed up the fuel depot, forcing Lukoil to stop crude processing at Neftokhim, Bulgaria's sole refinery, as it had nowhere to store the output.
