Amid the ongoing sociopolitical tumult, Ukraine has released its strategic energy plan until 2030, which calls for reducing the country’s reliance on Russian energy through a combination of improved efficiency and increased natural gas production. The strategy, approved by the previous government last summer but kept secret, runs counter to Russia’s intention to boost gas supplies to Ukraine, which have fallen by over one-fourth since 2011. Ultimately, given the $200 billion price tag for the strategic plan, success will in large part depend on attracting outside investment.
