Ministry Proposes Refinery for Independents

Russia's energy ministry has come up with the idea of buying a refin- ery for independent producers to boost the efficiency of the domes- tic product market and avoid a re- peat of the gasoline deficit that badly hit some of the country's regions in late April-early May.
