Improvement to the analytic hierarchical process and its application

This paper discusses the weakness of the analytic hierarchical process (AHP) in dealing with the consistency of the judgment matrix and proposes a new approach to this problem. When the judgment matrix does not satisfy the consistency conditions, the proposed approach, the compromise method, can obtain a final compromise matrix by generating n-1 consistency matrices. The final compromise matrix is very close to the decision-maker's expectation. The effectiveness of the approach is strictly verified in theory and in a case study in multi-objective decision-making of water resource project planning.
