The policy mechanism most commonly used by U.S. states in the last two decades to promote clean energy has been the renewable portfolio standard (RPS). These policies, combined with federal tax credits, have been the major driver for new U.S. renewable energy builds. These policies have greatly expanded in this decade, significantly impacting the amount and type of generation capacity that will be built throughout the United States.
