In 2007, Smart Meter Pilot Program, Inc. (SMPPI), hired eMeter Strategic Consulting to design and implement PowerCentsDC, a program to test smart prices, smart meters, and smart thermostats in the District of Columbia. Pepco is the electric utility serving the District. In July 2008, about 900 residential customers across the District began receiving power on one of three price plans: Critical Peak Pricing (CPP), Critical Peak Rebate (CPR— also known as Peak Time Rebate), or Hourly Pricing (HP). Each customer received a smart meter that recorded power usage every hour, and those with a central air conditioner were offered a smart thermostat that automatically reduced air conditioning during critical peak events.
