Renewables Are Hot but Risky

Renewable energy is hot.State-mandated renewable portfolio standards (RPS) (Exhibits 1 and 2) are being adopted across the country to facilitate the development of renewable energy projects.These standards set measurable requirements for the regulated investor-owned utilities to include renewable energy projects in their portfolios.Wind development has been the biggest beneficiary of this regulatory drive for re-newables,as was highlighted at a recent Federal Energy Regulatory Commission (FERC) technical conference on the subject of renewable energy held in Denver.
