FERC's Certificate Policy Statement: LDCs Want More Market Reforms

The September 1999 Policy Statement by the Federal Energy Regultory Commission (FERC) about pipeline certification policies (Dockert No. PL99-3) was a piece of good news for most members of the LDC community. The commission's decision to shift from rolled-in to incremental ratemaking as the presumptive approach for establising lawful rates to recover the cost of new pipeloine expansion projects is seen by most LDCs as a welcome reversal of a policy mistake made in 1995. At that time, the commission adopted a presumption favoring rolled-in rates for these projects.
