FERC Moves to Implement New Energy Law

Owing to the Federal Energy Regulatory Commission's (FERC's)expanded authority from Congress as well as its repeal of the Public Utility Holding Company Act (PUHCA),the commission has begun to issue new regulations.In December,the commission issued new regulations that require holding companies and their affiliates to maintain and make available to FERC or to state commissions books and records that show the costs incurred by affiliated electric utility and gas companies that affect rates subject to FERC's or a state commission's jurisdiction.
