A September report by the U.S.Small Business Administration (SBA) shows that regulatory compliance costs are greatest for small manufacturers.The report updates two earlier reports (1995 and 2001),and looks at the cost of complying with federal regulations including environmental (EPA),economic,workplace (OSHA) and tax compliance in five major sectors of the U.S.economy: manufacturing,trade (wholesale and retail),services,healthcare,and other.
