In this paper, we present an overview of guidelines developed for the monitoring, evaluation, reporting, verification, and certification (MERVC) of energy-efficiency projects for climate change mitigation. The monitoring and evaluation of energy-efficiency projects is needed to determine more accurately their impact on greenhouse gas (GHG) emissions and other attributes, and to ensure that the global climate is protected and that country obligations are met.
