The EU became a substantial sugar importer in 2006/07 (Oct/Sep) with the total quantity reaching almost 1.9 mln tonnes (total arrivals minus total exports; all figures in raw value unless stated otherwise). Even though net imports dropped to 1.3 mln tonnes in 2007/08, this is regarded as merely a short-term aberration. In the period to 2010, the net volume of arrivals is forecast to grow to between 2.5 and 3 mln tonnes as the Bloc's commitments under various international trade agreements begin to bite. This is quite a change from 2005/06 when the Community was still a net exporter of around 5 mln tonnes.
