Tarmac variation

Proposed variation of working and restoration schemes at Longham Quarry were approved by Norfolk CC for Tarmac Ltd in June. The application sought permission to vary conditions, working schemes, and a legal agreement, attached to a planning permission granted to the former Ennemix Ltd in 1998. Since that time, Tarmac took over the site and wished to process the permitted reserve of mineral at its own site at Bittering Quarry, rather than on the former Ennemix site as originally permitted. The changes proposed arose from re-assessment of the reserves of sand and gravel at 1,000,000t, a reduction in the amount of inert waste available for restoration, and a proposal to return dried silt from Bittering quarry for restoration. Another 12 years for working and restoration would appear to be difficult to justify given that the reserve had been re-assessed downwards, and that less reliance was to be placed on the use of inert waste for partial infill. In 2001 an extension of time for the asphalt plant at Bittering Quarry was granted until December 2010; consistent with that permission another 8 years, to December 2010, for extraction would appear to be reasonable to extract the reserve of 1,000,000t, with an additional 2 years to allow for final restoration. Quarrying had some local impacts, and local objections were strongly held.
