While Mongolia plans to market a US$1.5 billion government bond to finance the development of the infrastructure, fund managers and financial advisers in the country and abroad are held off by concerns about the foreign investment law. In May, Mongolia passed a law limiting foreign ownership in strategic industries such as mining and finance.
