Durham CC in May permitted the construction, with associated ground stabilisation, of the A688 Wheatley Hill to Bowburn Link road, after an Article 14 direction was withdrawn. The proposal involves the construction of a 2.3 km long single carriageway road to the east of the A1 (M) Bowburn Interchange. Because of the presence of shallow coal deposits along part of the proposed route, various ground stabilisation measures are intended to safeguard the future integrity of the road. These include the removal of 10,000t of shallow, partially worked coal at the southern end of the scheme. Coal extraction would be undertaken prior to commencement of construction work on the road and it is envisaged that it would take about 4 months.
