England/Planning system statement

In July the Office of the Deputy Prime Minister issued 'Sustainable Communities - Delivering through Planning' which sets out the Government's plans for transforming the planning system "so that it is faster, fairer and more predictable and will contribute to the delivery of the Government's objectives". In making wide-ranging, comprehensive changes to the planning system the Government will build on the fundamentals of the planning system: the philosophy of the 'plan led' system; applying the principles of good regulation - consistency, proportionality, targeting, transparency and accountability; and promoting and facilitating effective public participation. An extra 365M pounds is being put into the planning system over the next three years. The July statement follows over 16,000 responses to the Green Paper 'Planning: delivering a fundamental change'. Responses to the Transport, Local Government and Regions Select Committee report on the Green Paper, the Royal Commission on Environmental Pollution report on Environmental Planning (see Mineral Planning 91 p.12), and a series of further announcements about specific elements of the package, will be made in due course.
