Time for speed limits to come down?

Spain recently reduced the speed limit on its major roads from 120km/h to 110km/h in direct response to the rising cost of fuel. Ordinarily this is not something that I would necessarily approve of and in normal circumstances I would be more likely to support UK transport secretary Philip Hammond's suggestion that perhaps it's time to raise Britain's motorway limit from 70 to 80mph.
