BOTH THE AUSTRALASIAN Institute of Mining and Metallurgy (AusIMM) and the Minerals Council of Australia (MCA) have rejected the proposal, which was recently put forward by an economist with the Australian National University's School of Social Science - Andrew Leigh-in an article which appeared in both The Australian Financial Review and on his website. In his argument, Leigh claimed that taxing luck (essentially provided by the China-fuelled boom) was fairer than taxing hard work.
