Many gray areas revealed by issues paper

On October 1 the administration's Policy Transition Group (PTG) - led by Resources Minister Martin Ferguson and Don Argus - released a detailed 133 page issues paper in advance of the formal consultations with stakeholders. What is clear from this document is that even the most fundamental issues of the MRRT (such as what commodities may be subject to the tax) are very complex, and the PTG's challenge to design the MRRT framework (and expanded petroleum resource rent tax or PRRT) will be a long and difficult one.
