In a decision handed down earlier this year in the Wardens Court, Warden Roth referred to a then current policy in the following terms: "The policy appears to me to have been drafted and promoted with an eye more to the convenience of the applicant than to the requirements of the Act."He was referring to the guideline for applicants for exploration licences issued by the Department of Mines and Petroleum in Western Australia (DMP) on 6 August 2003.
