A groundbreaking ceremony on Aug. 13 marked the beginning of the new $1-billion Phillips 66 Freeport (Texas) Export Terminal projected to be operational in 2016. It is designed to have an LPG export capacity of 4.4 MMbbl per month, supplying propane and butane to the European and Asian markets, reports the Houston Business Journal.
