The Russian government this week published two decrees controlling collection of ferrous and non-ferrous scrap.The measures are aimed primarily at curbing illegal trade in metal, but also at generally regulating the recycling industry (MB May 28). The decrees, which will come into force after their publication on May 29 in the official government newspaper Rossiiskaya Gazeta, amend the existing federal law on industrial and consumer waste, and for the first time deal exclusively with metal scrap.
