However, at the official opening BHP said that all its transport fleet at the mines is diesel-powered and that the withdrawal of the rebate would cost the company about 50m Australia dollars per year. The rebate was originally introduced to the farming community and the mining industry as all their equipment is used off-road and it is argued that these industries should not have to contribute to the construction and maintenance of roads which was the purpose of the duty. But the federal government tends to regard it as a subsidy, and has signalled its intention to remove it in next month's budget saying that this would save about 1.3bn Australia dollars per year of which about 800m Australia dollars is refunded to mining companies.
