Steelwork plant may impose its own somewhat haphazard limit to supply. Faults develop in even the most cosseted production lines when they run continuously at maximum capacity. In the past two years no US steelmaker has been able to afford lavish maintenance and replacement programmes, and this may show up in some random breaks in production - not a profitable way to manage the market.
