As has often happened in the past, speculation that mills would move against imports resulted in a surge in shipments as exporters rushed to land tonnage before levies could be applied. The extra tonnage usually arrives before buyers have been lined up fur it, creating the worst of all possible market circumstances. Traders report that 100,000 tonnes of unsold rebar imports are already in store at Houston and that at least another shipload of unsold rebar is on its way.
