Changes to the packaging recovery note (PRN) system have met with support from industry trade organisations, but some raised concern about the potential for increased costs and the need for adequate enforcement. The Environment Agency (EA) published new guidance on the PRN/PERN regime last week, including the ruling that repro-cessors and exporters can issue notes only against packaging waste from the UK and not on contaminated material. Efficiency thresholds that reprocessors previously needed to achieve were eliminated.
