I read with interest your report (16 January issue, page 5] on the possibility of the UK being fined by the EU for failing to meet its waste targets. I have recently been involved with a project to recycle a very large amount of waste from a paper process to local land. The operation has a German origin and when staff at that company came over here to check on progress, they were amazed and completely dumb-founded by the attitude of our Environment Agency. Theyjust didn't understand the objective of our bureaucracy.
