But Robert Holman of Universal Metals has been working closely with his local trading standards officer from West Sussex County Council over the last two and a half years. His yard in Crawley is now on the brink of achieving an exemption. Once a discharge certificate has been received from the National Rivers Authority, then the registration will go in. An exemption will free the business from many of the conditions of licensing, such as very regular inspections, as long as the yard meets a high standards of surfacing and drainage. Mr Holman is full of praise for Stephen Dyer, the regulator he has worked closest with, despite the odd battle along the way.
