Germany issues soft phase 2 NAP

Germany says that it will issue carbon dioxide emissions certificates for a total of 482mt/yr for the 2008 to 2012 trading period of the EU's Emission Trading Scheem (ETS), compared with its 495mt in Phase 1. The Environment Ministry said that its Phase 2 National Allocation Plan (NAP) has been agreed by the government and was sent to the European Commission in time for the June 30 deadline. The industrial plants and power producers participating in the emissions scheme have a total 482mt/yr carbon dioxide for the 2008-2012 period, the second phase of the emissions reduction scheme. This equates to a total cut of 15mt/yr on the 2000 to 2002 average, compared with the 2mt/yr that emitters are currently cutting by under the first phase NAP.
