The Newcastle quota system - considered vital to preventing a blow-out in the vessel queue at the terminal - looks set to continue after last-minute industry agreement on a long-term access plan was reached last week. New terminal developer, NCIG, finally signed the so-called Implementation Memorandum for long-term access and capacity expansion, but only after missing the March 31 deadline and risking scrapping of the quota system.
