RAIL transportation problems in the US aren't improving significantly and could prove to be a thorn in the side of domestic power generators well into the fourth quarter. According to MCR's sister publication, the IHS Coal & Energy Report, some utilities are reporting that the rail service has worsened in the second quarter compared to the first quarter.
