摘要

The purpose of the Organisation for Economic Co-operation and Development (OECD), which was set up in 1961, and is headquartered in Paris, France, is to promote policies that will improve the economic and social well-being of people around the world. In the preceeding article, Katrine Evans, Assistant Privacy Commissioner of New Zealand, mentioned that the OECD/s Privacy Guidelines had been the impetus for New Zealand's Privacy laws. Here we look at the Guidelines, their background and the key principles they enshrine. What effect have they had on Data and Privacy Protection around the world? The rationale for the development of the OECD Guidelines was primarily the development of automatic data processing, enabling huge quantities of data to be transmitted within seconds across national frontiers, and across continents.
