Dealing with apple scab

The summer of 1998 will be remembered by many apple growers throughout Ontario and the northeastern U.S. as one of the worst for apple scab. Apple scab is usually effectively controlled by regular applications of fungicides to virtually eliminate the disease, even under the most severe conditions. So why was 1998 such a bad year for scab?
