FERC’s active cross-proceeding – the Notice of Proposed Rulemaking (NOPR) focused on communications between natural gas pipelines and electric transmission operators (RM13-17) – is now in the filed comments stage. Last week’s Foster Report reviewed the bulk of written comments submitted on or about August 26. The following summary picks up where last week’s review left off. The NOPR itself was issued on July 18.
