EQUITRANS PROPOSES SCHEDULING/ CURTAILMENT PRIORITY CHANGES; PROTESTS AND COMMENTS ELUCIDATE NEW QUEUE ARRANGEMENT AND INTERRUPTIBLE ALLOCATION BASED ON ECONOMIC VALUE RATHER THAN FIRST-COME, FIRST-SERVED PRINCIPLE

Philadelphia Gas Works (PGW) urged FERC to reject the setting of a new sequence of scheduling for firm natural gas deliveries and storage proposed by Equitrans, LP (RP11-1867) in a March 2 filing. Alternatively, PGW asked the Commission to suspend the proposal for the maximum period and to set it for hearing. PGW said Equitrans' proposed sequence of scheduling is fatally flawed because it is internally inconsistent and will give rise to confusion in the scheduling of firm services. PGW added that it “understands that Equitrans' agrees that its proposal is internally inconsistent and will propose alternative language.” PGW is supplied in part by Equitrans. Other customers have a dispute with the future disposition of interruptible transportation in the pipeline's priority queue.
