FERC INITIAL DECISION ADDRESSES/ CLARIFIES FRAMEWORK OF PRO- CEEDINGS GOING FORWARD FOR EVALUATING SUBSTANTIALLY CHANGED CIRCUMSTANCES ISSUES INVOLVING CALNEV PIPE LINE

FERC voted on Thursday, yesterday, to consolidate four complaints against Calnev Pipe Line LLC that were filed in 2007 (the 2007 Calnev complaints) (OR07-7 et al.) and which raise substantially changed circumstances issues. The Commission addressed methodological and technical issues involved in these complaints and set them for hearing. However, the order yesterday did not go to deciding whether there has been a substantial change in the economic circumstances that were the basis for Calnev's grandfathered rates.
