Algonquin Gas Says Its Latest Fuel Tracker is Unfairly Assaulted by Repsol; Its Tariff Definition of “Backhaul” is “Outside the Bounds”

In a Dec. 28 filing, Algonquin Gas Transmission, LLC urged FERC to clarify that the definition of backhaul in the pipeline’s gas tariff is not an issue in its ongoing fuel tracker proceedings (RP13-238; RP12-39 et al.). Algonquin requests that the Commission clarify that the current definition of “Backhaul” in its tariff is not an issue in this proceeding. Algonquin's fuel rates are to be determined from the application of its Fuel Reimbursement Quantity (FRQ) mechanism--which Repsol Energy North America is protesting. The pipeline insisted it has not proposed any changes to the section of its tariff that governs the fuel rate calculation or the definition of backhaul, and there should be no consideration of Repsol's challenge in its annual Fuel Reimbursement Quantity (FRQ) filing required to update the Fuel Reimbursement Percentages (FRPs) on the system.
