INTERSTATE NATURAL GAS ASSOCIATION OF AMERICA LAYS OUT CASE FOR PIPELINES' COOPERATION TO ENSURE RELIABLE GAS DELIVERY TO THE ELECTRIC INDUSTRY; FIRM CONTRACTING AND FAVORABLE REGULATORY PROCESS AT FERC ARE KEY

Pursuant to the "Request for Evidence of Commissioner Philip D. Moeller on EPA Issues for the November 2011 Reliability Conference," (AD12- 1) the Interstate Natural Gas Association of America (INGAA) late this week submitted post-conference comments devoted primarily to a single question posed to interstate natural gas pipelines during FERC's November 29-30, 2011 Reliability Conference: Commissioner Moeller raised questions on whether certain rules under consideration by the Environmental Protection Agency (EPA) could impact the reliability of electric supply and, with regard to the pipelines, asked whether "natural gas pipelines can be authorized and built in a manner that will allow new gas plants to enter service when needed for reliability." INGAA's answer, not surprisingly, is "unequivocally yes." According to the Association of pipelines, "There is no question that natural gas pipeline infrastructure can be expanded in a timely, market-responsive manner provided shippers make the firm contractual commitments to natural gas transportation service necessary to finance and receive approval for the addition of new pipeline capacity."
