On 10/29/13 Jeff Wright, Director of the Office of Energy Projects (OEP), and John Kyles, Senior Attorney, Plains All American Pipeline, L.P., appeared before the House Energy & Commerce Committee, Subcommittee on Energy and Power (Washington, DC), to discuss the “North American Energy Infrastructure Act”(HR 3301). They presented diverging arguments to the case. While Kyles argued that there is a need for reform of the Presidential Permit program for cross-border energy infrastructure, Wright argued against the specific objectives spelled out in the proposed bill.
