FERC Suspends Postrock KPC Pipeline’sProposed Interim Solution to a “NitrogenProblem” After Scissortail Makes a Fuss

On 2/29/12 FERC accepted and suspended aJanuary 30 revised tariff proposal of PostRock KPCPipeline, LLC (KPC) (RP12-346) that was intendedto establish an interim clarification of the natural gaspipeline’s authority to consider blending and pairingarrangements when deciding whether to exercisediscretion to accept receipts that fail to meetapplicable gas quality specifications. KPC requestedan effective date of March 1, but the Commission’ssuspension will last through August 1, or earlier ifthe Commission so directs, and is subject to theoutcome of a technical conference. FERC said theparties raised serious issues concerning theinterpretation and application of KPC’s proposedrevision to its tariff. A technical conference is anopportunity for the parties and the Commission’sStaff to explore the issues.
