Washington Gas Light Co. (WGL) has raised questions with respect to the petition for waiver of FERC regulations filed on December 1 jointly by Statoil Natural Gas LLC and Gazprom Marketing & Trading USA, Inc. (RP10-197). The petitioners requested permisson to be able to sidestep the prohibition on capacity tying and related capacity release bidding requirements so they can link a series of related liquefied natural gas (LNG) commodity and pipeline capacity agreements involving Dominion Cove Point LNG LP and Dominion Transmission Inc. (DTI). (FNGR No. 2774, pp16-18).
